  • To film legally with a drone in Victoria, you'll need to obtain a Remotely Piloted Aircraft Operator's Certificate (RPA) and a Remote Pilot License (RePL) from the Civil Aviation Safety Authority (CASA).

    You also need to register your drone and have appropriate public liability insurance. Additionally, you'll need to comply with specific operational rules, including altitude limitations, separation distances from people and property, and airspace restrictions.

  • The Victoria Police Film and Television Office must be informed of any filming activity that may be of concern or interest to Victoria Police. This will include all filming planned for public open space, any filming on roadways or use of a low loader and tracking shots on roads in general, and in particular, filming that requires the use of firearms, imitation firearms or special effects.

  • The applicant must notify in writing, local traders and residents in the immediate vicinity of the proposed location at least 7 days prior to the event. A copy of the correspondence needs to be provided and approved by Council. Please upload a copy of the notification to the Communications Plan box below.

  • The applicant must ensure all dangerous substances and articles to be brought onto location are listed on this application. Before permission may be given, the production company/producer may be required to provide a safety report in regard to the proposed filming activities in accordance with the relevant film and television codes and key Victorian Occupational, Health and Safety Acts. A copy of the safety report may be required to accompany the application.

  • Indemnification


    The production company agrees to indemnify Mitchell Shire Council against all claims or suits of any kind whatsoever against Mitchell Shire Council for loss, damage or injury of any kind arising out of the negligence or unlawful conduct of the production company and its employees, agents or otherwise. The production company agrees to comply with all the local laws of Mitchell Shire Council and all other relevant legislation, council conditions, guidelines and special conditions provided.

    Signed for, and on behalf of the production company, who warrants that he/she is authorised to sign this application on behalf of the production company.

  • Collection of information

    Personal information collected by Council is used for municipal purposes as specified in the Local Government Act, 2020 or other relevant legislation. The personal information will be used solely by Council for these purposes and or directly related purposes. Council may disclose this information to other organisations, if required by legislation.
